 职位描述/要求：
Job Title : Purchasing Officer
Department: Purchasing
Reports to : Chief Financial Officer

Job Purpose (State in one sentence the overall objective of the role)

To secure production needs and control the purchasing budget of Changshu site. And maximize the use of local resources & supplies to reduce the cost..

Major Accountabilities
1. Actively work with internal customers to ensure earliest engagement
2. Develops and implements sourcing strategies for the defined spend area.
3. Works with Site Head and Finance Officer and regularly reports on sourcing activities
4. Build local factors into supply strategies and terms and conditions.
5. Applies the Five Step Strategic Sourcing Process :

-- Process Initiation
-- Situation analysis.
-- Strategy Creation and Approval
-- Strategy Implementation
-- Continuous Improvement.

6. Develops a strong understanding of the markets involved and monitors competitive factors.
7. Develops strong relations with key suppliers and optimizes supplier base as necessary
8. Engages third party sourcing support, as appropriate.
9. Continuously works on analysis, understanding of the evolution of the market, suppliers and goods & services and uses the results for the sourcing process.
10. Optimize total cost of ownership and implements purchasing best practice.
11. Uses e-tools (e-sourcing, catalogues, spend maps etc.)and contributes to Purchasing processes improvement.
12. Ensures full implementation of category sourcing strategy for sub category.
13. Stimulates teambuilding and team work.
14. Leads negotiations.
15. Manages two-way communication with all people involved.
16. Eliminates maverick spend in area of responsibility.
17. Expedites the local supply base.
18. Monitors the performance of the market and provide regular updates to the community.

Key Performance Indicators (Indicate how performance for this role will be measured)

1. Securing all the raw material & intermediates for production as scheduled
2. 3% of cost budget savings and 3% cost avoidance
3. Full compliance to Global Sourcing Policies and Guidelines
4. No defects on quality of supplies

Background (State the preferred education and experience level)

Education ( minimum/desirable):

University Education with bachelor degree, preferable major in Chemistry

Languages:

Native Chinese, Mandarin & English are must , and Changshu dialect preferable.

Experience:

* More than 8 years working experience in purchasing/sourcing/exporting business.
* Has a strong network of local chemical suppliers
* basic knowledge of chemical industry
* Experienced in SAP
